Authors are encouraged to review the journal’s aims and scope, author guidelines, and policies carefully before submitting a manuscript and paying the submission fee.
5. Publication Fee Waiver and Discount Policy
Thoughts Review (TR) may grant full or partial waivers of publication fees to authors facing financial barriers to publication. Eligible applicants may include authors from low-income or lower-middle-income countries, early-career researchers without institutional funding, authors experiencing genuine financial hardship, and invited guest authors whose contributions are specifically approved for a fee waiver by the journal. All waiver requests must be submitted in writing to the editorial office before or at the time of manuscript submission, accompanied by a brief explanation of the circumstances and any supporting information requested by the journal. Each request will be assessed individually, and the final decision will be made by the Editor-in-Chief or an authorized editorial representative. Waiver decisions are made independently of editorial evaluation and do not guarantee acceptance or influence peer-review outcomes. Unless a full waiver is explicitly approved in writing, the published submission and publication fees remain applicable.
6. Separation of Fees from Editorial Decisions
Thoughts Review is committed to ensuring that financial considerations do not influence editorial decisions. The payment of a submission fee or publication fee does not guarantee acceptance of a manuscript, nor does it affect the outcome of peer review or editorial evaluation.
Editorial decisions are based solely on the scholarly quality, originality, relevance, and ethical compliance of the manuscript, in accordance with the journal’s Peer Review Policy and Publication Ethics and Malpractice Statement.
7. Transparency and Disclosure
The journal’s fee structure is clearly stated on the journal website and is presented as early in the submission process as possible, in accordance with the Principles of Transparency and Best Practice in Scholarly Publishing.
Authors are informed of all applicable fees before submission. No hidden charges apply. Any changes to the fee structure will be published on the journal website and will apply only to manuscripts submitted after the date of the change.
8. Compliance with International Standards
This policy is developed in accordance with internationally recognized standards and informed by the recommendations of:
i. Directory of Open Access Journals (DOAJ) — DOAJ requires that open access journals clearly state any author fees on their website, including the amount, currency, and payment terms.
ii. Committee on Publication Ethics (COPE) , Open Access Scholarly Publishing Association (OASPA) , and World Association of Medical Editors (WAME) — Principles of Transparency and Best Practice in Scholarly Publishing.
iii. Major indexing databases, including Scopus and Web of Science.
Thoughts Review follows the transparency and fee-disclosure best practices recommended by these organizations to ensure responsible publishing and the protection of authors’ interests.
